Smallies in the Potomac and Shenandoah (Northern VA, Eastern WV, Maryland) are killing poppers right now. Get black yellow blue with plugs, chugs, and sliders. Personally, I'd go with foam or balsa poppers over deer hair. Crayfish, buggers, clousers, hellgramites all do wonders. One of my favorite flies is a wooly bugger in olive, with a split tail to double as a crayfish. Throw in a few strands of DNA sparkle, and don't forget to wrap the shank in wire. Crayfish are strickly bottom so you want it to sink.

Not the right area, but Mr. Murray in VA knows a thing or two about smallies.
