I'd remove it, clean everything and 5 minute epoxy it back into place. Put the epoxy on the inside of the ferrule all over. Use enough to get it glued well and have a rag and alcohol standing by for clean up. you may want to put a band of masking tape around the rod where the end of the ferrule hits the cane. Use a type that is not very sticky so you don't pull varnish off.
