Default "Tail Waters;" what is it?

This will sound like a bit of a nit-wit question, but I've seen/read the term on many occasions (including current threads). Is there a generally accepted definition for this type of water?

For context, my usual fishing is on the Rogue, North Umpqua and the Chetco here in Oregon. None of those would classify as 'tail waters.' I think ....
