I did this very thing for many years. I was a JH science teacher for 15 years and ran what became known as the Young Anglers Group. We had T-shirts and everything and the school even eventually paid me as if I were a sponsor. We met weekly to tie flies, listen to guest speakers (I had guides, Game and Fish types, TU folks, and fisheries biologists come in), watch movies about fishing, organize weekend outings, I did lessons on reading water/entemology/conservation/etc. and practice knots/rigging tackle/etc. I tried to keep it limited to fly fishing but that was really tough. Very few kids had the gear. But I promoted fly fishing as much as possible. We organized trips to Flaming Gorge and fished from shore or on the ice when it was safe, we hit the Green in Utah, did some fishing here in town, some of the stocked kids ponds. It was a blast. I only quit when I took on coaching other things and moved to the High School. Its a great age of kid to introduce to fishing.
