After looking at the fly recipe, I have come to the conclusion that the closest commercially available version of that fly is called the Beadhead Crystal Bugger in copper. It is distributed by Umpqua Feather Merchants.

The "Chili Pepper" version is probably a local pattern that is locally tied for outfitters and fly shops.
