Welcome to the forum....Ard is right you should manage to buy all is necessary to begin fishing...he's right too with the waders.I don't know the waters you're going to fish but if I had to keep only one rod I'd take a 9'#5.Have a look on sales and close out,you'll save money.May find good deals on e bay too.
