shakespear oracle?

im looking to buy a new salmon rod. and i read somewhere that the shakespear oracle is a great rod for the price. i found some pictures of it and it looks like a spey rod. just wondering if that rod would be good for overhead casting. if not can someone recomend another cheap rod like this one i believe it is only about 90 dollars.

ps. i bought a 9.5 ft emery fly rod 8wt. and i cant get any distance out of it maybe its cuz i only paid $29. i guess u get what u pay for
