spring steelhead on the salmon river

I am looking for info about fishing the salmon river in NY. Would like to know if I can fish for salmon in the fall without a guide, in my own gheenoe and where. I took my son guided salmon fishing on the Oswego last fall and thanks to the low water levels and high water temps, we caught nothing! Also, can anyone give me info about springtime steelhead fishing on the salmon. When is the best time - where can I put in or wade. My son and I flyfish...and have no interest in snagging as we've seen done around pulaski. Thanks!
