Hi Richard,
You didn't give a price range so I will give my personal choice. I know you are going after Steelhead and that calls for a good drag. Here are my choices: 1. The Nautilus FW #7  The Galvan Torque T8 [left]  3. The Ross Momentum  If the Momentum is too heavy you might consider the Cimarron. If Price is not the controlling factor the Nautilus NV 6/7 would be my first choice.

I'm a Lamson fan. I think a Litespeed 3.5 would set that rod up well. The 3.5 size would likely be a bit heavy for a 9' 7wt, but not a 10' version.
