Racine, just sent you an e-mail with the two scanned documents attached. One's an Federal Aviation Agency regulation and the other's a Transportation Safety Administration regulation, both saying the same thing in different ways. Note that a CO2-inflatable PFD and one set of spare CO2 cartridges for it can be carried on as well as checked; however, my experience with carry-on has been that often the TSA security inspectors are not aware of these regulations until shown, so that tells me that if you check your PFD and spare CO2 cartridge(s) in your luggage, you might not see them on the other end because some TSA luggage inspector ignorant of the regulations wasn't aware that they're allowed.
