Iowa Trout Waters

I was wondering about the trout waters in Northeast Iowa, expecially Waterloo is it frozen or fishable?

Haven't driven up that way in the past three weeks, but all the streams and river around Cedar County are either frozen or clogged with ice. Impossible to wade.
