Re: fly rod
Larry, looking at your fish pictures, I'm not sure you are in need of any advice from me or need to change anything. But you might consider adding a 3wt or 4wt to the mix, especially if you like throwing dries. Those 16-18 inchers will give you a run for your money on a 3wt.
It will affect your casting to the extent that it will not be as well suited for throwing larger, heavier flies and will be more difficult to cast in wind.

Re: fly rod
Yeah, a 3 or 4wt is built to make smaller fish feel bigger.
I think a TFO 4wt would be a great next choice. If you're interested in a shorter 8' rod for fishing tight brushy creeks, I'd also consider the ECHO Classic 4wt. Its a great rod, and I've landed some pigs with it, but it's just a little shorter than I think of as being ideal for general trouting.

Re: fly rod
if you are targetting trout on small streams with dries a 3 wt is fine.
I have a TFO pro series 3 weigth 7'6" in length. Right in the budget that you have. But...I also fish the 5 weight on some of the same waters as well.
