I'm bumping this hoping to get a response from those in the know, I'm curios as well.

If you click on the scale above rep power you can add to peoples reputation. When someone helps you out you can give them rep power, but i have no clue what you use your rep power for? I guess if you have a high rep power you have been very helpful and it is thier way of thanking you. But i could be totally wrong just a guess.
