Now that I see Cliff's post, I am inclined to believe that it has to be something very important and that a one is a very high rating and not easily attainable. Its lonely at the top. (J/K Cliff)

Apparently the view is limited from whatever "top" you're standing on. I think Steve's rating is up around 10 or maybe even higher.

Basically, "Reputaion" is based on what others think of your posts. You can give a + or a - to individual posts.. Notice the little scale? That is how you do it. Users also have to have it turned on in their options for it to work.

Admin's by default add or remove 10 "points" each time the add or subtract from a reputaion.

The Green square is a meter, the more power you get, more boxes will appear.

Every 30 days every user gains 1 point

for every 100 posts you get 1 point

for every 10 points of reputatation, you get 1 more point.

Users can only give / take 10 reputation points per 24 hours

All activity can be seen in your usercp
