Default floater? double fly question

I got done fishing today and another fisherman was getting geared up to head down to the river. I got to asking him what he had been using lately that had been working. I got to telling me that he was using a small green bead headed nymph with a floater on it. I saw the nymph and then he showed me the "floater" it looked like a streamer tied up higher on his leader. Now thinking with common sense i thought of this, the floater being tied up higher allows the nymph to reach a certain depth as it floats down stream without having to keep stripping in line to only recast. Is this what the streamer was for? Thanks a lot.
