The generally accepted Clouser has the top bucktail (the black in your case) tied so it rest at about 25-45 degrees to the hook shank. Just hold the top fibers at that angle while tying, and they should stay there. The top fibers will have action in the water if tied that way.

Here's a decent video.

Note that the thread does not extend too far back on the top fibers. That's one of the reasons that I add some super glue to the top fibers after a couple wraps of thread, otherwise they tend to come out as your fishing.

Cool Breeze! 13's no biggie. Yeah I'm a bit out of practice with the clousers, honestly I was never a fan of fishing them ad when I did I always tied them sparse but for the sake of the swap I'll bulk them up a bit.
