Hello tgoodwatr2002
If you have Microsoft Picture Viewer you can open the picture you want to upload and go to tools and pick compress this will open a set of choices on the right side then pick the type and amount of compression you desire then go to File and select Save As and choose and name and file to save in so it is easy to find, then when you close the picture a window will pop up asking if you wish to save changes, select No being as you have already saved in a new name and file so you Original picture will remain the same. Adobe picture Viewer has a similar tool for compressing but I don't remember how and don't have it loaded on this computer.
