Default Fishin' Holes

If anyone's fished the Rocky River near Cleveland, OH, is it able to be fished during the winter? I've heard conflicting views. Some say to go and they're biting, others say wait until spring.

Also, I travel to the Tampa, FL area somewhat frequently. Any spots which stand out in that area as a good spot to fish?
