I think you want one where the straps can hook together at the waist in addition to clipping together at the shoulders.

Mine are some Cabela's lightweights good for travelling (Guidelite Dry Plus II, I think) whose detachable shoulder straps convert into a waist strap after rolling the chest-high down to waist-high. Most major lines of waders will specifically mention those chest-high models that are meant to roll down to waist-high in their descriptions.
