Default Water Temps

I have heard that when water temps reach the 70 to 73 degree range, the survival rate for catching and releasing Trout goes way down. I was wondering if this is surface temperature of the water they are talking about?

Yes, it's the surface temperature. The deeper cooler water is their thermal refuge.
