One thing to be careful of when fishing a bugger upstream on a dead drift: The marabou tail can tend to fold back over the fly instead of staying stretched out behind, which ruins the action.

I've caught fish with both tactics, and I guess the flexibilty of the fly is one of the reasons it's a favorite (of mine, and in general). You should feel free to try both dead-drifting it and imparting some action on any given day until you figure out what the fish prefer.
