Medical supply store or just buy some latex gloves? That's what I use.

You can always get clear scud back material from fly shops. It may cost a tad more than bulk sheets.

Most pharmacies will also carry the latex gloves, but not sure what colors.
You can also use condoms!

When you cut the latex, first cut out a square and roll it up into a cylinder. Like a jelly roll.
Then, using a razor blade, cut off the widths that you want to tie with.
Don't bother trying to cut it when it's laid out flat, it doesn't go well

A single "rubber" glove will give you more material than you'll ever use.
Bum one from a heath care provider or any restaurant

I have also used cheap swimming caps.

Latex cuts OK using a rotary cutter and straight edge.

Hope that helps.
