A rotary trimmer is the easiest and creates a consistant edge and width. If you have a crafty wife she probalbly already has one for scrapbooking. They usually run $10-$30 dollars at any craft store. Now the guy thing would just be a rotary cutter (Hand held round cutting blade) with a ruler and a self healing mat. Both work but the crafty rotary trimmer is a great tool for consistant widths.

Hope this helps.

I place it between two sheets of paper, with lines drawn on top sheet, then put it on a self-healing mat and use a rotary cutter. If you stop your cut short of the edge, the strips all remain connected. Then you can trim them off one at a time when you use them.
