I make poppers by gluing sheets of craft foam together, then cutting out plugs of striped foam for bodies with a punch. When I make these I do a bunch in different colors; It's a bit of a production and I use contact cement.
It's messy and not easy to work with but it is very permanent.

I buy the foam with adhesive backing from the craft store. The layer on the bottom gets turned upside down so its adhesive side sticks to the adhesive side of the layer above. No mess, no fuss, $0.60 per sheet. Can't beat it

What do you do when you need to glue 3 or 4 sheets together?

I use what Flytire does. Lay the foam sheets on a newspaper and spray the 3M 77 on it. Allow to get tacky and glue tacky side to tacky side. Repeat for as many layers as you want.

This Morrish Hopper is made from foam sheets glued with 3M 77.
