Bigred,
ust spoke to a buddy I steelhead with, he just built a 10'10" switch rod as rainshadow kit it is an 8wt cost was about $225 with pre fromed handle. I have not cast it but he loves it and has already dialed it in with very little effort. try Hook and hackle or Jstockard web sites they both have them.

I recently picked up a Cabelas LSI 11'6" 8wt switch rod. At the time it was on sale for $180(regularly $220 or so?). For the money I think it is a nice rod and should be perfect for swinging flies for steelhead(and hopefully salmon). I use a Rio Switch 7/8 line with either a long mono leader or a 10 foot sinking Polyleader if I want some depth. It balances nicely with a reel that weighs 8.8 ounces. I have heard good things about the Echo Ion reel and the TFO Prism reel which weigh between 8 and 9 ounces and cost around $100. If you don't feel like building that could be a nice option for your budget. Tight lines!

Edit: I don't think that I would single hand cast this rod or, for that matter, any other switch rod that I've tried. In my opinion, if you want to overhead cast any steelhead size switch rod you would want to use two hands.
