Do you tie flies? When fishing winter water I have always used feather wing streamers. There is more to my reasoning than 'I like them', what you are doing is showing the fish something that that they seldom if ever see. Not only are they something different but they take on the silhouette of a forage fish when on the swing. When it comes to public water that receives angling pressure different is better.

For the area I think you are in I would try a Dark Spruce with a cream body opposed to the red. They display a nice lateral line and have the basic coloration of many small fish. The other go-to would be a dark Whitlock Sculpin, slow and bouncing right on the bottom. Try a split shot about three feet ahead of the sculpin to take it to the bottom. With the sculpin don't overlook the riffles, I've plucked some big browns out of pockets in the riff's.
