Default Rappahannock River smallies

I am new to this forum and also to fly fishing. I am 53 years old and picked up on fly fishing last year (better late than never). I live near Fredericksburg VA. and have fished the Rappahannock river for many years for smallmouth using spinning tackle. Do those of you who fly fish for smallmouth get more action on poppers (surface) or under water lures?
This fly fishing is a whole new game for me and I love it.
Thank you for your help.
