You can still camp at Happy Meadows Campground. It's a USFS campground that is right on the river. Pit toilet is the only amenity and it's about 3 miles from the entrance to the canyon.

Riverside Campground, the first one up the Canyon, is open year
round.* Water and trash service is not available this time of year, and our
Hosts do not begin their work until the middle of May.

Fees are:* $5.00 for your vehicle - a one time charge while camping -
paid at the Entrance Station (please bring correct change), and $12 per night at
the campground.
*
At this time Park County and several surrounding counties have a Stage 1
fire ban in place, however the Forest Service is allowing campfires in the metal O
fire rings but ask that campers be particularly careful with their fires.

Well, good. They should flip their sign around at the fee station. Good work finding this out and have a great trip. IM me when you are coming and I may be able to get free and show you a couple secret spots.

Well made it there and back. Decided that we weren't going to stay in 11 mile canyon so we went down to the Arkansas River and stayed at Ruby Mountain Campground. Fishing wasn't bad but wasn't great either. Friday the first day that we got there we managed to catch 1 fish each. a small rainbow for him and a small brown for me these were caught in 11 mile canyon. Saturday fished there at Ruby Mountain Campground with no success, Fisherman's Bridge I caught 3 decent browns then we tried Helca Junction with no success. Sunday we woke up late and he did some fishing at Ruby Mountain with no luck, we then went to Stony Bridge and got into some rising fish, I managed to catch 1 good brown and 1 good rainbow with a couple of decent browns in there too....
So we caught a total of about 10 fish for the three days we fished....not too bad for Kansas boys really would of been a good trip if it wasn't 17 degrees Monday morning when we broke camp.
