Need some Ft. Desoto (Tampa Bay) advice

Somebody clue me in about how to fish the Fort. I've been skunked there twice now. I'm wading flats that I can drive to; do I need to use a boat or kayak? Today I fished an outgoing tide to slack. Is a rising tide better? I would have liked to stick around a couple of more hours, but the wind was up and it was becoming tough for me to make a decent cast.

So far I haven't had a single strike, or seen any fish other than mullet. (LOTS of mullet.)

Can anyone give me some suggestions?

Thanks!
