For the situations you described with the rod you have I would go with the cheaper Orvis Trout as it looks like the same taper without the texture. If it was my rod I would go Wulff Triangle Taper...

Yes and no. With a few exceptions most 10ft long rods are very close in taper to their 9 ft counterparts but with a foot more in the butt section. This makes them essentially 1/2 to 1 whole size...
