I would use the sheet aluminum. Whatever you do, do not use treated lumber. It will react with the aluminum, and cause corrosion over time.

I have flown with all my gear in my carry-on numerous times (flies, nippers, forceps, etc.) with no problems. I called the very first time, and they said it was fine.
