A good bluegill rod (and a good anything stick) for a decent price is a Cabela's Three Forks. I got a 3 and liked it enough to pick up a 5. Nice rods and easy on the wallet.

One of the better hard baits for cold water is a suspending rogue jerkbait. If perch are present, firetiger is a good pick. Twitch-twitch-pause. (10-20 seconds, repeat) Slow is the key.
