I learned how to tie about 5 months ago while I was at school (the UVM fly fishing club is awesome). I tied twice up there, the first was a wooly bugger and then a clouser minnow. Very basic patterns...

Check out the Allen Alpha III reel. It's $50 over your budget but they get great reviews (smooth drag) and are rated for salt.

And look really cool (also in black)....

I agree with cochise and petee, I don't think quality of fishing gear is even a factor. And I definitely don't think it has any correlation with social status/standing. There are plenty of fly bums...
