I may have an opportunity to fish for one day there next month. Should I bother with the fly rod from the beach or jetty? If so, should I throw clousers and deceivers on an 8 weight?

It's become like a speed limit - just a suggestion.
You need to cast a rod before you buy, trying lines above and below the listed weight, to find out if the rod feels right TO YOU.

Wouldn't the taper be within the first 30 feet? Doesn't the taper just change the distribution of the weight within the first 30 feet?

William Joseph makes a nice pair. i don't know how much they cost, mine came on a used Confluence chest pack. They work really well, though.

Take both. The 8'6" will be better for holding line off the water for better drifts.
If the currents aren't too bad and you can wade closer, use the 7'6.
Either is a good back up to the other in...

I got the 904-4 and it's shown me that I'm more accurate than I thought.
This rod is good at 10 feet, 20 feet and 30 feet. And it'll shoot loooong if you do your part.

They'll suggest a serviceable combination of rod, reel, line and backing in your price range. You can also get some casting...
