We have a few here in Maine. A few trillion, I think. An effective way to combat them is Permethrin spray on the clothes you'll be wearing. I also use a vented Bug Shield jacket with a hood. Works...

Dubbing tool... I've always, as my Dad did before me, used my MK1, Mod 0, OE thumb and forefinger. Lifetime warranty. Some of the associated equipment is getting a bit worn, but it's still working.
