My understanding in NM is that if the land or water is not posted legally the landowner can only ask you to leave and not come back. No ticket or any law enforcement action.

You can fish in waist waders but you will severely limit yourself so why do it. Stop by fishheads, they will hook you up. Standard midges and a black bunny leach and you will be fine.
