Yes, the South Platte runs near Greeley. I've never fished in that area, but upstream a short ways in/around Denver the SP is mostly a warm water fishery - carp and a few smallmouth bass.

I don't know what the "best" would be, but I'd think that damselfly, dragonfly, chironmids, leech, baitfish patterns would work. Or maybe one that imitates fish food pellets.
