Wondering About a Reasonable 3wt

Been thinking about a 3wt 8' or 8'6" for dries. Currently have a 7'6" Cabelas Three Forks and it's a little soft. What might be nice rod for under $200? Sort of want, but don't really need another....

Kootenai in October?

Looks like the flows have been ratcheted down on the Kootenai to about 6,000 cfs. Assuming the flow stays there, anyone recommend drifting or wading this river in early October?

Why go back to a weak welded loop? Cut it off and bend over the end of the line forming a loop and nail knot the parallel portions together 3X with 12lb flouro.
