Rock Creek also sits in a tight canyon which helps keep some of the afternoon sun off the water. It's steep grade also provides a higher dissolved O2 content than some other local waters.It will fish...

Were the rises soft and subtle or excited? Could be that they didn't want dead drifted flies. They could have been on caddis emergers. Try swinging your bugs, especially sub-surface.

Usually the St. Regis is pretty awesome about the time you were passing through. Good Salmonfly hatch. The river took a hit when they straightened it for the road. There has been some work done on it...
