They do make your wading boots fit better when wet wading but the water temps in the smokies are still in the 50's so I would wear my waders.

Please don't take this the wrong way but that looks like an easy spot to fish. Don't move a thing if the mill dam is close consider this ,brown will move when they feed sometimes several pools above...

I use a Zebra Midge and a Deep Blue Poison Tung as my main midge patterns in winter here in WNC. You can also tie a Black Winter Stone in a #16 or#18 nymph and do well in Feb.and March.
