Yes, that is what you need. Don't buy it online, they will mail it to you and you won't have it for two weeks. Buy it at a sporting goods store or Walmart.

I grew up in the Bay Area, your options to fish for trout within 1.5 hours are severely limited.

tcorfey mentioned most of your best options. You can also fish the American River, not too far...
