I agree with siege. Could be right fly wrong size. Sometimes in these situations you can trigger a strike by skating or twitching the fly while the trout is looking at it.

Head north to Minnesota or Wisconsin. The spring creeks don't overheat in the summer. Find trout in the shade and fish morning or evening when the sun isn't shining directly on the water.
