Yes, you are correct in your assumption. This is referred to as "high sticking." Simply, there are some instances where the drift is too short or the water between where you are fishing is too fast...

I'm an AZ native and have fished the whites extensively the past two years. A 7'-7.5' 3 or 4wt will cover most situations on the creeks and a 9' 5wt will do well on the reservoirs.

I've had them swoop to take my fly twice while float tubing a lake at dusk. And a fishing buddy has caught one at least once- maybe more.

For most situations, there are patterns that will do the job and also float well.

Before my dry fly ever touches the water, I always put some floatant on finger and work it into the fly really...
