I made a few of these up today some with and some without hackle. my hackle jobs always come out crappy and I think it actually looks better without but anyways heres the pic.
its a size 8 streamer hook with beadhead, white marabou and pearl krystal flash. the chenille for the body is white with pearl flash in it.

Have you tried stripping the side of the hackle that lays on the chenille, makes all the fiber lay back at an angle...tie in by the tip and wrap forward..

That looks really good. Why don't you try tying in the chenille and hackle at the same time. Then twist them gently together and wrap at the same time. It is bomb proof. It doesn't have to look pretty at all anyway.
