Maybe dumb question but could you float tube the San Juan in say an outcast super fat cat, or would you have to have a pontoon?

I have never seen a float tube on the San Juan and I would not recommend it. Lots of toons on the water though. Right now with the flows at 250cfs there are so many shallow sections that a tube would not work. Might even check to see if they are allowed. I would take a toon though with no hesitation.
