Track down a rod made out of fiber glass. Pure Magic.

The first generation Orvis Graphite rods are exactly what you describe, I took a look at the auction site and found this 9 foot 6 inch for an 8 line. It will flex like fiberglass but deliver the power of graphite. I endorse these old graphite rods every time someone is looking because I own 2 of them. The price will probably remain low have a look;

Orvis Graphite Fly Fishing Rod Graphite 9 5 Feet 4 1 8 oz 8 Line Fighting Butt | eBay

Good shape and it'll make a fine rod.............

See my classified ad below (also has pics there):

Clearwater 9'-0" 2pc 3 5/8oz 8wt Mid Flex 6.0 (mod-fast) "99" (year of manufacture). Has traditional spiral finish and external sleeve ferrule, removable fighting butt. Very nice accurate caster. No tube, after market sleeve.

$96 shipped to lower 48

Very smooth moderate action not unlike a fine fiberglass but reduced weight and quicker memory.

Pete A.
