how do you find the spine of the smaller sections of a 4 piece rod?

also, my blank already has line up dots but when i tested the second lightest section and the mark was off of the spine...?

Your blank is probably marked for straightness rather than spine
I'd build it as marked if I were you

As for finding the spine in the butt sections....if you can't find it, it's not important

For the lighter sections, stand one vertically on the floor and place the palm of your hand on the tip and push down. For the heavier sections, place the rod horizontally across two supports (chairbacks work well), one near (about 3" from) each tip, press down in the center of the section and roll it back and forth.
