Yes. It comes in two types, one for vinyl and one for everything else.
I've used both types. It really works. It's also very aggressive, so you have to be careful to not let it touch anywhere but the final spot.
I've used the Type A on waders, and the Type B on a giant beach-ball thing that the grandchildren had.
On waders, I'd use it only on bigger holes or tears. Aqua-Seal works fine on pinholes.
