Kankakee River State Park is a good choice. I have also read the Vermillion River by Starved Rock is productive.

Tim Holschlag wrote a book called "Smallmouth Fly Fishing: The Best Techniques, Flies, and Destinations." He lists the Apple, Fox, and Kankakee Rivers as his favorite destinations. I recommend the book. It was a good read and a useful resource when you are looking to fly fish for smallmouth.
