I am not looking for a Guide Service but rather a Club to Join much like a Golfer joins a Country Club
I am from Birmingham so I would prefer a yearly membership
are Hunter and Davidson River Guides/Outfitters?

If you contact those fly shops, they MIGHT have some info to pass along. There are private clubs,but, they are very exclusive,there arent a lot of them and seldom do they advertise openings. The ones I know of, normally charge a substantial "entry" fee and often will require a property purchase.
